(a) on account of the Government,

(b) by a medical practitioner or druggist licensed under rule 4 (2) for medicinal pur

poses in a quantity not exceeding 16 tolas in weight: provided that such manu- facture is from opium of which he is permitted by these rules to be in posses. sion.

8. Any person may possess without license at any one time-

(e) morphia or its preparations to the extent of 10 grains; Provided that the said article has been bought by retail

4. (2) (a) A medical practitioner or druggist may possess under a license granted by the Deputy Commissioner.

other than preparations or admixtures of opium used for smoking.

5. With the sanction of the Revenue Commissioner, the Deputy Commissioner may of preparations specially authorise the possession by any person of a quantity

11. The transport of opium by a licensed medical practitioner or druggist is permitted subject to the provisions of rules

(2) The Government may import and export * * preparations or admixtures of opium other than those used for smoking, on its own account.

(3) A medical practitioner or druggist licensed under rule 4 (2) may, with the special * import * *preparations or admixtures permission of the Deputy Commissioner, of opium (other than those used for smoking) which he cannot obtain locally, to the extent of the quantities * of which he is permitted by these rules to bo in possession.

(5) Opium" includes also poppy-heads, preparations or admixtures of opium and

intoxicating drugs prepared from the poppy.

17 (2) (2) Subject to the following conditions and to the conditions of his license granted under rule 4 (2), a medical practitioner or drug ist may sell *

or admixtures of opium (other than those used for smoking) for medicinal purposes only :-

(i) He shall not * sell morphia or its preparations to any person other than those referred to in the second proviso to rule 8 except on the prescription of a qualified medical practitioner.
